Feb 12, PM. How about a good ol radio? It's free. As for offline listening, the device doesn't have anything to do with it. Pandora free version does not offer offline listening feature. I think OP is having a problem installing the app on iOS 9 because it no longer supports iOS 9 I have not verified the requirements yet.
